The new plan will come into effect on May 15. As such, all visitors, whether domestic or international, will be required to purchase an admission ticket at one of the ticket booths before entering the ancient town of Hoi An. Tickets still retain their current face value. The ticket prices are 80,000 vnd per ticket (roughly $3.50)for domestic travelers and 120,000 vnd for international visitors (approximately $5.20). The operating hours for ticket sales are between 7:30 AM and 9:30 PM, daily during the summer season, and until 9 PM during the winter season.

Officials will direct the flow of visitors at the main entryways into the ancient town, with two separate access points provided: one for tourists and another reserved for residents. According to city leaders, this new ticket policy was implemented to ensure fairness for the local community and visitors alike.

As stated by Mr. Son, "When tourists enter the ancient town, they must purchase an admission ticket. Hoi An Ancient Town is recognized as a world cultural heritage site, and its entire landscape is considered heritage, not just specific landmarks. In addition, the revenue generated from admission tickets goes toward the preservation of the heritage site, such as the restoration of infrastructure within the ancient town, supporting residents with repairs and renovations to their homes, and organizing tourism-related events. Therefore, all visitors who come to Hoi An must be responsible to purchase an admission ticket. In case residents or visitors plan to stay for an extended period in Hoi An, there will be a separate policy set up for them to be identified and given access to a separate entry."

Moreover, for those entering the ancient town for work purposes, such as accessing local businesses or restaurants, these establishments will not be charged admission fees. However, they must ensure that their customers enter the ancient town for the correct purposes. Violations will result in a penalty for the business or establishment.

According to Hoi An city leaders, visitors who enter Hoi An without purchasing a ticket have caused losses to the city, as well as inconvenience and frustration experienced by those visitors who chose to purchase tickets. Without this new policy in place, visitors who avoid purchasing tickets can still partake in other tourism-related activities, such as watching cultural performances, without contributing to the local community's upkeep. Additionally, overcrowding from visitors not purchasing admission tickets also affects the experiences of other tourists and locals who wish to appreciate the town's heritage and scenery.

The Hoi An Center for Culture, Sports, Radio, and Television will host tourism-related activities for visitors in the ancient town, working in collaboration with other related local departments and institutions to implement this new system effectively. Moreover, from now until May 15, the city will hold press conferences and meetings to communicate with all travel agencies and residents to inform them of the new policy's implementation and how to comply.
